The British Council for Offices (BCO) commissioned Insignia Richard Ellis to review the economic arguments surrounding tall office buildings in London. Particular attention was given to reexamining the assertion in strategic advice by the former London Planning Advisory Committee (LPAC) that London does not need tall buildings to succeed economically as a World City.
