Their dedication helps make the BCO Awards one of the most rigorous judging processes and, therefore, worthwhile in the property industry. Judging panels are made up of BCO members who serve up to three years on the panel. Each year one or two judging panel members change.

Victoria is an experienced cost consultant who specialises in MEP services. She became a chartered member of the RICS in 2017, after completing an engineering degree and an MSc in cost management. With over ten years of experience, Victoria has worked across various sectors, primarily focusing on commercial offices.
Her expertise extends to both fit-out projects and shell-and-core developments, and she is committed to delivering optimal value to her clients. She closely monitors how the industry adapts to the ever-increasing demands placed on the commercial office sector. Lipton Rogers
Paul Hargreaves, Lipton Rogers Developments, Construction Partner
Paul has over 30 years’ experience and is responsible for managing the design and construction of projects at LRD, and ran the delivery of 22 Bishopsgate. Prior to LRD, he spent 15 years at Stanhope as Development Director and worked on multi award-winning projects, including Chiswick Park, One Hanover Street, Air W1, One Coleman Street (L&G’s headquarters), 70 Mark Lane, 8-10 Moorgate, he also led on the delivery of the RIBA Stirling prize winning Bloomberg HQ building. Paul began his career at Schal where he spent 5 years working on Imperial College’s Biomedical Science building, the redevelopment of the Royal Opera House in Covent Garden, and Nokia’s headquarters in Farnborough. Paul holds a BSc in Construction Management and is a Member of the Chartered Institute of Building.

Louise Regan is a highly accomplished architect and Associate Director at Allford Hall Monaghan Morris (AHMM). She has over 17 years of experience delivering landmark projects across London, the UK, and internationally.
Initially beginning her career in Dublin on residential and commercial developments, Louise joined AHMM’s London office in 2007. Her expertise spans mixed-use, commercial, and adaptive re-use design, with a strong focus on integrating contemporary architecture into heritage and conservation contexts. Committed to net zero carbon design, she is passionate about repositioning existing buildings for long-term use.
Over her career, Louise has worked on several transformative projects, including the University of Amsterdam campus transformation, and 1 New Burlington Place for The Crown Estate. Currently, she is leading Lansdowne House on Berkeley Square, a major BREEAM Outstanding and WELL Platinum-targeted development.
A former committee member for Women in Architecture, Louise champions equality, mentoring, and inclusion within AHMM and is an active member of Ladies in Real Estate.

Emma is a Director at Weedon Architects, Her career has spanned over 20 years working in her own firm and for large commercial practices in the UK and Ireland.
A passion for office design and variety has seen Emma gain experience in commercial offices, residential projects, listed buildings, hospitals, factories, visitor's centres, schools, large city redevelopment and new build masterplans. Emma has become WELL AP accredited, which ensures her designs can meet the highest standards of health and wellbeing in the built environment. Emma is a member and judge for the Midlands British Council of Offices.
Emma shares her experience and enthusiasm for architecture in the role of visiting tutor at the University of Wolverhampton - School of Architecture, supporting the next generation of architects.

Andrew Bloxham
Partner, Core Five
Andrew has almost 20 years of experience across a number of property sectors. He is a chartered quantity surveyor and has been involved with the BCO for almost ten years, including five years as a member of the BCO Midlands NextGen Committee.
In the last six years Andrew has been a key part of growing Core Five’s Birmingham office, and is involved in a number of complex regeneration projects across the region.

Kiru Balson is a Chartered Architectural Technologist, with 18 years’ experience of leading and delivering sustainability consultancy. At Maxfordham, she leads the practice embodied carbon and circular economy service. She has collaborated with public and private sector clients across the industry developing sustainability design briefs, targets and implement the strategies.

MEPC
Ross Fittall is Commercial Development Director with transformational urban regeneration developer MEPC, the asset management and development arm of Federated Hermes, and heads up the £700m Paradise redevelopment in the cultural and civic centre of Birmingham.
Ross is responsible for delivering the final stages of the £1.2billion GDV Paradise redevelopment in Birmingham alongside having responsibility for all operational elements of the development and has been involved in the early stages of the masterplan inception and again since 2016.
Ross sits on the British Council for Offices Midlands & East Anglia Committee and was one of the founding members of the BCO NextGen Midlands Committee. Ross has a passion raising awareness of homeless in young people and sits on the Midlands LandAid Board.

Dragonfly
Adam Tillis
Operations Director, Dragonfly Contracts
Having started his working life as a Building Surveyor and Project Manager, Adam has spent a significant part of his 19-year career working on and leading teams to deliver the repositioning and development of a large portfolio of assets, including the delivery of a range of M&E, fabric, refurbishment, fit out and full scale building redevelopments, playing a key role in the delivery of previous BCO winning schemes Neo and Bloc.
With a vast amount of experience working client side, Adam has now taken up a role as Operations Director at Dragonfly Contracts, developing their pre-contract services offer and supporting the evolution of the company into a true turnkey operator, specialising in the redevelopment of and repurposing of key client assets.
Adam has previously sat on the BCO Northern Committee and is in his third year as judge on the BCO Northern judging panel.

Nathalie is an Architect, Researcher and Spatial Strategist specialising in workspace and placemaking. She's designed award-winning workspace projects in practice; developed academic research on sustainable workspace design & retrofit at Cambridge University; and currently leads the workspace strategy, design and delivery of a multi-million-pound workspace portfolio as Head of Workspace at Home Group. Nathalie's most recent project was Home Group's new HQ, One Strawberry Lane, which won the 2024 national BCO award for ESG and is described as an exemplar of how to deliver on all elements of ESG at the highest level, bringing a positive impact to both building users and the wider community.

Danielle Ford
Dani Ford, a chartered Quantity Surveyor accredited by RICS, serves as a judge for the Northern British Council for Offices (BCO) region, marking her first year on the panel. Prior to this role, Dani dedicated three years to the BCO NextGen committee, and is delighted to now be working with the other judges to reward excellence in commercial property while advocating sustainable practices and a commitment to adding social value.
Currently working as a freelance QS for Fordsight, Dani is working with companies such as Dalbergia Group and Luminate Education Group, working across both public and private sectors. Throughout her career, Dani has navigated various roles in cost management, procurement, and contract administration with dedication and diligence.

Richmal is an accredited Conservation Architect with a passion for creative reuse of historic and existing structures. Richmal's portfolio includes complex refurbishments of some of Manchester's most loved buildings, showcasing her skill in balancing the preservation of historic elements with the need for modern functionality. Richmal is known for her innovative solutions that respect the past while meeting the needs of the present and future.

Harry Allen BSc MRICS

Office Agency & Tenant Representation, Bristol ESG Lead.
Harry is a chartered surveyor and director at Savills, advising a broad spectrum of institutional investors, developers and occupiers on high profile schemes across the South West region. He is a sector specialist in the marketing and leasing of office property, whilst providing technical expertise on refurbishment / repositioning programmes.
From a tenant representation perspective, his role is understanding the evolving commercial and practical needs of businesses and how this translates into their physical real estate requirements and strategy, particularly in a post-covid hybrid working environment, which then leads to space identification, lease negotiation, deal structuring, forecasting and financial analysis.
His past project experience range from the various phases at Assembly Bristol, Finzels Reach, the repositioning of Beacon Tower, alongside managing the sale of 2630 Aztec West which culminated in the largest office sale to an occupier of the past 5 years in North Bristol.
Harry prides himself on occupier focused advise with a keen interest in net zero strategies, technology, user experience and sustainable real estate.

Charlotte is a Senior Director at CBRE heading up the Project and Cost Management teams in Bristol. Charlotte has over 17 years experience in Commercial Real Estate. She has been a BCO committee member for the South of England and South Wales for 8 years as well as being a Mentor for the BCO Next Gen. This is her first year joining the judging panel for the regional Awards.
Charlotte specialises in providing advice to occupiers, developers and investors across all sectors, from informing strategic real estate decisions, development or workplace strategies to procuring and delivering construction services.
Charlotte is passionate about creating exceptional buildings and workplaces which not only deliver on business needs but also take into account environmental impact and implement sustainability measures. Charlotte believes we should continuously challenge ourselves, clients and colleagues to make decisions which we can be proud of today and in the future.

Michael Laird Architects
Tim is responsible for the running & management of the business. A graduate of Heriot Watt University in 1998, Tim joined the practice in 1999 following a year out in New Zealand. He has been involved in a range of projects since joining the firm providing Tim with varied skill base. An Associate since 2006, Tim became a Director in 2009 and CEO in 2020.
Tim has significant experience managing large project teams and helping to develop the project brief through client engagement. His experience covers a wide sector of projects from complex refurbishments to new build commercial developments. This variety has helped Tim to develop knowledge of best practice in both design & construction.

Laura has over 20 years’ experience as a QS in both the private and public sectors. Laura started her career at Gleeds in London working on UK and international projects, before moving to Gleeds Paris (working specifically with Marks & Spencer) and then relocated to Edinburgh in 2018 where she now works for PMP. Her private sector experience primarily spans the commercial, retail, residential and hospitality sectors. In the public sector, she has worked within the Scape and CCS frameworks. Laura brings a positive and solutions-driven approach to her projects and clients. She has excellent communication skills and a drive to manage and control challenging budgets. Her attention to detail, assertiveness and collaborative approach to project team relations facilitate the successful tracking of budgets on her projects.

Sara is an Associate Director in JLL's Edinburgh office agency team with 8 years of experience in the office market. She specialises in advising both landlords and tenants, with a particular interest on office development and refurbishment. Her background in Interior Architecture from Oxford Brookes University equips her with a keen eye for design and space efficiency. Prior to her current role, Sara spent three years as an African expert, where she gained valuable insights into remote area operations and innovative lodge designs. This unique experience, combined with her extensive travel across Africa, has enriched her perspective on property utilisation and client service.

Ian joined the property industry in 2007, building a strong foundation during a 12-year career with Gardiner & Theobald, where he progressed to Partner within the Project Management team. In 2019, he joined Drum Property Group to support the expansion of the company’s development ambitions. Now serving as Construction Director, Ian leads the delivery of projects across the portfolio, shaping design, procurement, and construction strategies, overseeing programme performance, and ensuring rigorous quality, risk management, and commercial discipline throughout the project lifecycle.
His broad sector experience—including commercial, build-to-rent, mixed-use, industrial, and hospitality—combined with a collaborative, team-focused approach enables him to steer complex programmes and drive value at every stage.

With a background of a mechanical engineer with over 20 years’ experience, Sarah began to specialise in sustainability and energy in the built environment over 15 years ago.
She is the director of a MEP Consultancy firm, managing the Edinburgh office as well as the lead Energy and Sustainability director for the UK operations.
She specialises on the definition of low energy and low carbon building and services design and has been heavily involved in setting a pathway to net zero to our new and existing building stock including historic and complex buildings.
She is an advocate for women in engineering, STEM ambassador, a member of the CIBSE Scotland Committee and Scottish Chair of the Association of Consulting Engineers.
